Yes, the guy on the right is packing a BIG launcher. It can fire plasma, capture-nets, grenades of various sorts. It's multipurpose.
An actual fireteam would consist of 7 guys, 2 with the big launcher and 5 with the rifles. There are 2 fireteams per squad, 6 squads per cohort, etc etc etc.
